Commanders,
Previously, I requested that all Division Commanders move their conventions to June. I am still requesting them to do this. The district commanders need the extra time to hold their conventions. This is extraordinary times and special concession are required at this time. Governor Abbott has set the maximum in a meeting at 10 until at least April 3rd. This date can be extended in the future. All restaurants and bars are be closed. This includes our American Legion posts. The State Adjutant, State Judge Advocate, and State Commander are considering the options available to the commanders for their conventions. We are reviewing the CB&Ls for what can be authorized for those districts and all the divisions that require voting. This process must be consistence for the whole state. All division and district commanders will be notified as soon as the process is developed. There have been questions about Boys State and the Department Convention. As of right now, Boys State and the Department will convene on schedule. We are communicating with UT and the hotel for these events. No decision has been made. If you have issues with the bus company, please consider renegotiating the contract. I will be requesting legal advice from the State Judge Advocate if the bus companies can uphold these contracts due to the current situation. We are working with the Boys State Chairman and Director to resolve these questions as soon as possible. Please direct any questions you may have to me by email. The 3rd Division Convention is scheduled for May 30 & 31st at Post 2 in San Antonio - only 2+ months away. A successful convention is assisted by early planning. Below are listed topic areas pertaining to the convention: 3rd Division C&BL dated July 14, 2019: Article IV of the Revised Constitution states that there is a Division Commander and Vice Commander. Article II Section 1 of the By-Laws states that there shall be an election for both of these positions. Note: This revised C&BL added the position of Vice Commander. Any paid up member of the 3rd Division in good standing may seek election to either of these positions. A Resolution is required from the Post for those seeking election to either of these two positions. For assistance see: https://www.legion.org/resolutions. Division Convention Call: The letter dated February 1, 2020 from the Department Adjutant that was sent to all Post Commanders and Adjutants is attached. Certification of Delegates: The Division Certification of Delegates Form from the Department is attached for use by every post who is sending delegates to the convention. Please ensure they also have their current paid up membership card with them. Accomodations for the Convention: This information was sent out by email dated January 7th. If you have not made yours yet see the weblink below. To date 14 rooms have been reserved. Cut off date for the reduced rate is May 8th. Book your group rate for American Legion 3rd Division Convention Advertisement for inclusion within the division program: This information was sent out by email dated February 4th. Please see the attached and note the cut off date is May 15th. Agenda for the division convention: The final agenda for the convention will be sent out around 60 days before the start of the convention. Registration Fee for the division convention: This information was sent out by email on February 29th. The advance registration fee is $25 and the regular fee is $35. Robert L. Masten Commander, 3rd Division Due to our current concerns related to COVID-19, the 20th District Spring Convention will be postponed until 16 May 2020. We are concerned about the health and well being of all of our members. This delay will allow time for further assessment of the coronavirus issue, potential public health policy changes, and additional recommendation from the Center for Disease Control and World Health Organization. As noted earlier, we have rescheduled the 20th District Convention to Saturday, May 16, 2020. The following information applies:

The district convention is moved to May 16th, it will be a one day convention.
All District functions are postponed till further notice. That the 20th District care for the safety and health of all of our members, especially our vulnerable members, and the 20th District encourages the Posts to follow the CDC guidelines and social distancing. Use common sense and try to avoid large gatherings until further notice. We thrive as a community. Let's be there for each other.
This week, reach out to 5 others (at least). Check on them. Ask if they need help. Show them that you care and are there for them.
